DON E. CHANDLER
Principal, Municipal Development Services

donDon E. Chandler graduated from the University of Georgia with a Masters Degree in Economics, including a major field of research in Real Estate Feasibility Analysis. While completing his graduate studies, Don was inducted into the International Honorary Society of Economics.

In 1981, Don joined the real estate development firm of Ackerman and Company where he served as a broker for office and industrial properties. While employed at Ackerman and Company, Don represented such companies as IBM, Burroughs Computers, Xerox and Mizuno. It was during this time that Don completed his first transaction with the public sector when he successfully negotiated the lease for the Social Security Services Facility in Marietta, Georgia.

Don formed Municipal Development Services in 1996 to address the development and financing needs of a growing public sector in the State of Georgia. His role in the firm is to orchestrate and guide the development process and to provide project management on all projects. Since its formation, the firm has assisted counties and municipalities throughout the State of Georgia in providing facilities to house various state agencies that include the:

  • Department of Human Resources
  • Division of Public Health
  • Department of Pardons and Paroles
  • Department of Corrections

Don believes in giving back to the community and supports numerous religious and charitable organizations. He is also active in fundraising for the Georgia Department of Natural Resources as well as other environmental groups. Don has served on the Board of Directors of the Forsyth Chapter of the National Homebuilders Association, Georgia Chapter of Safari Club International, and currently serves on the Board of Directors of the Georgia Wildlife Federation.

DOUGLAS V. CHANDLER
Principal, Municipal Development Services

douglasDouglas is a 1992 graduate of Auburn University in Auburn, Alabama, with a Bachelor of Science Degree in Finance. Upon graduation from Auburn, he was commissioned as a reserve officer in the United States Navy. As a Lieutenant, Douglas was assigned to the Grumman E-2C “Hawkeye” aircraft. Douglas resigned his reserve commission in 2002.

In 1999, Douglas received his Juris Doctor from Cumberland School of Law of Samford University in Birmingham, Alabama. While in law school, he was a law clerk to the Honorable D. Al Crowson, State Court of Alabama, and was a law clerk at Ferguson & Saunders, LLP in Atlanta working on behalf of developers, general contractors and suppliers in real estate development and construction transaction and litigation matters.

Since 1999, he has been in private practice with Beltran & Chandler, and most recently with Chandler Law, LLC, representing corporations and individuals in professional liability matters involving attorneys, accountants, real estate agents, insurance agents, and engineers. Douglas holds numerous professional memberships including:

In 2005, Douglas was awarded the State Bar of Georgia’s Inaugural Young Lawyer Ethics & Professionalism Award. From 2005 through 2010, he was recognized by Atlanta Magazine as a Super Lawyer Rising Star. In 2012, Douglas was recognized by Atlanta Magazine as a Super Lawyer and by Georgia Trend Magazine as one of Georgia’s Legal Elite.

In 2012, Douglas joined Municipal Development Services, LLC as a Principal to serve as In-House Counsel. His role is to lead the day-to-day activities as they relate to land acquisition, construction, and professional liability, to serve as a spokesperson for the firm, and to advise the firm on financial matters.

Douglas was raised in LaFayette, Walker County, Georgia. Douglas, his wife Dyan and their two daughters reside in Brookhaven, Georgia.

DAVID ALLEN
Associate, Municipal Development Services

davidDavid Allen is a graduate of Georgia State University with a BBA in Accounting, an MBA in Finance, and an MBA in Management.

David began his employment with the State of Georgia in 1964, and retired in 1999. During his career he worked for several state agencies in various capacities and managerial positions, including the:

  • Department of Transportation
  • Department of Labor
  • Governor’s Office of Planning and Budget
  • Department of Industry Trade
  • State Crime Commission

In 1974, David transferred to the Department of Human Resources. In this Department, David held positions as Assistant Director of Planning and Budget, Director of Construction, Engineering, Design and Property Management and Director of the Office of Technology and Support. David’s responsibilities included management of construction, engineering, design, and contract procurement for all Department facilities and buildings numbering in excess of 2,000 with over 4 million square feet of space and with an estimated construction value of $1 Billion. In addition to department owned facilities managed by his office, David was also responsible for the procuring and management of more than 500 lease agreements for housing departmental program staff throughout the State.

David has extensive experience in the management of a wide range of construction projects that include office buildings, mental health/mental retardation/substance abuse hospitals, rehabilitation facilities and hospitals, public health laboratories, youth detention facilities, plus other buildings in support of these facilities.

After retiring from the State of Georgia, David joined MDS and has been involved in the development and construction of state and local government buildings totaling 1.5 million square feet of office space.

David and his wife, Elizabeth, reside in Social Circle, Georgia. They have two children: Susan Allen of Savannah and Jason Allen of Covington, Georgia.
